Under R2v3, a certified recycler is responsible for what happens to material after it leaves the facility. That downstream accountability is the part of the standard that separates genuine certified recycling from a collection service.

Every processor we move material to has to meet defined criteria before we ship to them, and that relationship is reviewed rather than assumed.
